Peoples Gas is seeking a Business Development Manager - Pipelines to identify, develop, and advance pipeline expansion opportunities that connect large-volume natural gas users to our distribution system. In this role, you'll work with industrial customers, power generators, manufacturers, developers, interstate pipeline operators, and internal business partners to develop solutions that support economic growth while expanding access to reliable natural gas service. What You'll Do
Identify and Develop Pipeline Growth Opportunities
Identify, evaluate, and prioritize new natural gas pipeline opportunities. Develop relationships with industrial customers, manufacturers, power generators, developers, and industry partners. Build and maintain a strong pipeline of future growth opportunities. Partner with internal teams to advance customer leads and business development initiatives. Serve as a primary point of contact for customers and interstate pipeline operators throughout project development.
Lead Project Development
Manage projects from origination through funding approval. Develop project charters, scopes, permitting plans, stakeholder plans, financial analyses, and risk assessments. Secure internal approvals required to advance projects. Coordinate transition to engineering, project management, and construction teams. Maintain business ownership throughout project execution to ensure projects remain aligned with customer expectations and business objectives.
Develop Business Cases & Investment Strategies
Conduct due diligence for proposed pipeline projects. Develop financial models and business cases. Evaluate: Capital investment requirements, Revenue opportunities, Return on investment, Internal rate of return (IRR), Return on equity (ROE), Breakeven analysis, Project risks and mitigation strategies. Present recommendations to leadership and decision-makers.
Support Commercial Negotiations
Participate in customer negotiations and commercial structuring activities. Support development of: Transportation agreements, Interconnect agreements, Term sheets, Customer contracts. Partner with Legal, Regulatory, and Transportation teams to manage risk while supporting customer needs and business objectives.
Support Regulatory Strategy
Evaluate regulatory considerations related to pipeline growth opportunities. Support efforts associated with Florida Public Service Commission (FPSC) approvals, Special contracts, Affiliate agreements, Tariff considerations. Ensure regulatory requirements and impacts are incorporated into business cases and customer solutions.
Manage Risk & Project Reporting
Maintain project trackers, dashboards, intake forms, and reporting tools. Prepare executive summaries, status reports, and decision-support materials. Evaluate technical, regulatory, commercial, and financial risks. Capture lessons learned and support continuous improvement initiatives. Assist with customer growth forecasts and revenue planning activities.
What Success Looks Like
Successful candidates will:
Required Education
Bachelor's Degree in Business, Marketing, Engineering, Economics, Finance, Science, Math or other related field.
Required Experience
5 years of performing greenfield development activities in the energy industry and/or involvement in the development, evaluation, operation, and management of natural gas pipelines.
Required Knowledge, Skills & Abilities
Basic understanding of the content and applications of gas transportation agreements and tariffs. Basic knowledge and applicability of natural gas transportation services offered. Good analytic, oral, written, interpersonal and negotiating skills. Business opportunity origination and customer relationship management. Functional knowledge of energy market fundamentals.
Preferred Education
MBA or Engineering Degree.
Preferred Experience
Experience developing natural gas pipeline projects. Experience working with a regulated utility or utility holding company.
Preferred Knowledge, Skills, Abilities
Direct knowledge and experience with Florida-based natural gas industrial markets. Knowledge of natural gas transportation industry protocols, business practices, and regulatory constructs. Knowledge of the interrelationship of commodity prices and impacts on company and customer business. Knowledge of the Florida natural gas market.

Working Environment
Office and field hybrid role that adheres to applicable hybrid work policy. Frequent in-state travel to customer sites, agency offices, and construction locations; occasional regional travel. Field and construction site presence may be required during key project milestones such as for route walks, pre-construction meetings, and commissioning. Must adhere to all applicable safe work practices.
