CFSA requires a senior, deeply hands-on Solution Architect resource to serve as the technical design authority for STAAND (Stronger Together Against Abuse and Neglect in DC), the District's federally certified Comprehensive Child Welfare Information System (CCWIS). STAAND is a person-centric, AI-enabled platform built on Microsoft Dynamics 365 and the Power Platform hosted in a Government Community Cloud (GCC) tenant, with Azure services operating in Microsoft's commercial cloud. It supports CFSA social workers, supervisors, private agency partners, providers, resource parents, and District sister agencies across nine functional modules - Intake and Investigations, Case Management, ICPC, Finance (Contracts, Service Logs, and Fiscal), Provider, Eligibility and Subsidy, Placement, Services, and Management Reports - plus six external portals (Mandated Reporter, MPD, NYTD, OSSE, Resource Parent, and Community). STAAND also fields CORA, an AI assistant supporting natural-language search and AI-assisted contact notes among other use cases. The Resource will own architecture, security design, AI engineering, and the platform-release change cadence required to keep STAAND current and improving. This is a build-and-design role, not an advisory or oversight role. The Resource is expected to personally configure, code, prototype, review, and troubleshoot in the platform while serving as the credible technical voice to CFSA executive leadership, STAAND Product Team, OCTO, Microsoft, and Federal Partners (ACF/Children's Bureau). The Resource will work under the direct supervision of the District DevOps Manager. Scope of Work and Responsibilities 3.1 Solution and Platform Architecture • Own and maintain the authoritative STAAND architecture: logical and physical data models, Dataverse table and relationship design, solution segmentation, environment strategy, and integration topology. • Personally build in the platform - model-driven app configuration, plug-ins and custom APIs (C#/.NET), PCF controls, TypeScript/JavaScript client extensions, Power Fx, and plug-in pipeline optimization. • Establish and enforce architecture standards, design patterns, naming conventions, and technical debt registers across all modules and portals. • Chair design authority review for significant changes; sign off on solution designs before build. • Diagnose deep platform issues: performance degradation, API and service-protection limits, plug-in execution ordering, solution layering conflicts, storage growth, portal rendering. • Maintain architecture artifacts sufficient to satisfy CCWIS review, federal audit, and District IT governance. 3.2 Cross-Cloud Architecture: GCC and Commercial Azure • Design, document, and harden the boundary between the GCC Dynamics/Power Platform tenant and Azure commercial-cloud services. • Define what data may traverse that boundary, in what form (de-identified, tokenized, aggregated, or full record), under what authorization, and with what logging - including explicit architectural boundaries for protected data categories such as Medicaid Enrollment. • Implement cross-tenant identity, managed identities, service principals, Key Vault secret lifecycle, private networking, and API gateway patterns. • Maintain a defensible position on data residency and FedRAMP authorization boundaries for every commercial-cloud service in use, and present that position to auditors and federal reviewers. 3.3 AI and Agentic Development • Serve as hands-on technical lead for CFSA's AI capability, including CORA and its expansion into agentic workflows. • Design, build, evaluate, and productionize agents in Azure AI Foundry and Copilot Studio: tool and function calling, orchestration and multi-agent patterns, grounding and retrieval over Dataverse and document stores, prompt and context engineering, structured output, and human-in-the-loop checkpoints. • Own AI evaluation discipline: golden datasets, automated evals, groundedness and hallucination measurement, regression testing on model or prompt changes, latency and cost benchmarking, controlled rollout. • Manage the AI model lifecycle - track model releases and deprecations, run comparative evaluation before adopting a new model, execute migrations without regression to worker-facing quality. • Implement responsible AI controls appropriate to a child welfare setting: content safety, PII/PHI handling, bias and fairness testing, explainability, audit logging of AI-influenced actions, and clear framing of AI output as decision support rather than decision making. • Support predictive and analytic capability aligned to agency mission priorities, ensuring models are validated, monitored for drift, and governed. • Build reusable AI platform assets - prompt libraries, agent templates, evaluation harnesses, observability dashboards. 3.4 Application and Platform Security • Own the security architecture of STAAND end to end; serve as technical counterpart to the agency ISSO, OCTO security, and District privacy officials. • Apply and evidence compliance with OCTO IT policies (octo.dc.gov/page/it-policies), NIST SP 800-53, FISMA, FedRAMP, HIPAA, 45 CFR 1355 (CCWIS), Title IV-E confidentiality, and District data protection law including DC Code 28-3851 et seq. breach notification obligations. • Design and enforce least privilege: Dataverse business unit and role architecture, row/column-level security, portal web roles and table permissions, privileged access management, separation of duties for finance and eligibility functions. • Lead secure SDLC: threat modeling, secure code review, static and dynamic analysis, dependency and supply-chain scanning, secrets management, remediation tracking with severity-based SLAs. • Support penetration tests, vulnerability assessments, and audit response; own STAAND-assigned POA&M items. • Define AI-specific security requirements: prompt injection defenses, tool-permission scoping, data exfiltration prevention, agent action auditing. • Contribute to incident response, continuity, and disaster recovery planning; validate RTO/RPO through periodic exercises. 3.5 Continuous Improvement and Release Management • Own the STAAND change pipeline from enhancement request through design, build, test, release, and post-release verification, including published release notes and coordination with the CISA training organization. • Plan and execute against Microsoft's Dynamics 365 biannual release waves and Power Platform service updates: early-access testing in a dedicated environment, deprecation and breaking-change assessment, and a documented impact and remediation plan per wave. • Evaluate new platform, Azure, and AI capabilities against the STAAND roadmap; run structured proofs of concept and make evidence-based adopt / trial / hold / retire recommendations. • Maintain a rolling multi-year technical roadmap balancing stabilization, platform health, security, federal compliance, and innovation. • Drive performance, reliability, and cost optimization - capacity and license consumption, Azure spend, storage tiering, API efficiency. • Advance DevOps maturity: source-controlled solutions, automated build and deploy pipelines, environment refresh, automated regression testing, release quality metrics. • Maintain and report the technical issues and risk register with mitigation owners and timelines. 3.6 Data, Interoperability, and Federal Reporting • Own the data architecture supporting AFCARS, NCANDS, NYTD, CFSR, and Title IV-E reporting, including lineage, quality rules, exception handling, and submission validation. • Design and maintain bi-directional exchanges with District and external partners consistent with CCWIS interoperability requirements. • Establish automated data quality controls, duplicate person detection and merge integrity, and reconciliation with legacy records. 3.7 Stakeholder and Senior Leadership Engagement • Translate between social work practice and technical architecture; observe real workflow with intake workers, investigators, case managers, placement staff, and fiscal teams before designing for it. • Brief the CFSA IT Steering Committee Members, CIO, STAAND Product Leadership, OCTO leadership, Council oversight staff, court monitors, and ACF/Children's Bureau reviewers, calibrating to each audience. • Serve as principal technical liaison to Microsoft (Industry Solutions Delivery, Customer Success, product groups) and to implementation and support vendors; hold them to architectural and quality standards. • Author decision memos, architecture decision records, briefing decks, and federal reporting content requiring minimal editing. • Mentor CFSA staff and other contract resources; build internal capability and reduce single-point-of-failure dependency. sign off on solution designs before build. Position Highlights: Position: Data Analytics Analyst II Location: Skokie, IL or Warrenville, IL or Arlington Heights, IL Full Time Hours: Monday-Friday, 8:00am - 5:00pm Hybrid Position Job Summary: The Neaman Center for Personalized Medicine seeks an experienced Data Analytics Analyst to support clinical, operational, and research initiatives across Endeavor Health's precision medicine program - a nine-hospital initiative that has supported genetic testing, for more than 50,000 patients, through a clinical population genetic screening program. Endeavor Health is a genomic learning health system. This position serves as a key analytics partner to clinicians, genetic counselors, pharmacists, informaticists, researchers, and operational leaders, translating complex clinical and business questions into rigorous, actionable analytics. The Data Analytics Analyst will work across a broad range of clinical and genomic data sources, including Epic Clarity and enterprise data warehouse data, to develop and maintain analytic datasets, clinical measures, reports, dashboards, and other data products. The position requires strong SQL and data analysis skills, an ability to understand complex clinical workflows and data structures, and the judgment to assess data quality and communicate limitations clearly to clinical and operational stakeholders. This is a highly collaborative role for an individual who enjoys solving ambiguous problems, working directly with subject-matter experts, and building analytic solutions that support the delivery, evaluation, and improvement of personalized medicine. The analyst serves as the dedicated analytics resource for the precision medicine program, while also participating in a broader research scrum team alongside other analysts working on separate initiatives. What you will do: Partner with clinicians, genetic counselors, pharmacists, researchers, and operational leaders to identify analytic needs and translate clinical and operational questions into measurable outcomes and analytic requirements. Develop, maintain, and optimize complex SQL-based queries and analytic datasets using Epic Clarity and other enterprise data sources. Develop Python-based data pipelines and analytic workflows to integrate, transform, validate, and analyze clinical, genomic, medication, and operational data. Design and maintain clinical measures, performance indicators, reports, dashboards, and other data products used to monitor personalized medicine program operations and outcomes, including patient-journey tracking (e.g., consent, assessment completion, testing turnaround, result-return timing). Develop analytic definitions and patient-identification algorithms for clinical populations, procedures, medications, diagnoses, genetic testing, and other programmatic measures. Evaluate the completeness, accuracy, consistency, and clinical validity of data across multiple sources; identify discrepancies and develop strategies to reconcile or supplement data. Collaborate with clinicians and other subject-matter experts to establish clinically appropriate definitions, validate analytic logic, and interpret results. Clearly communicate data limitations, assumptions, methodology, and analytic findings to audiences with varying levels of technical expertise. Develop documentation of data definitions, analytic methodologies, source-system characteristics, and known limitations to support reproducibility and appropriate interpretation of results. Support research and quality-improvement initiatives through data extraction, cohort development, statistical analysis, and analytic consultation. Identify opportunities to improve the availability and quality of clinical data, including collaboration with clinical informatics and data-management stakeholders on standardized data definitions and terminology. Monitor and troubleshoot existing analytic processes and proactively identify opportunities to improve efficiency, scalability, data quality, and maintainability. Manage multiple concurrent analytic projects, balancing stakeholder priorities, organizational objectives, project scope, data availability, and timelines. Present analytic findings and recommendations to clinical, operational, and research audiences using clear, audience-appropriate visualizations and presentations. Contribute to a collaborative analytics environment through knowledge sharing, peer consultation, documentation, and mentorship. Hourly Pay Range: $37.85 - $58.67 - The hourly pay rate offered is determined by a candidate's expertise and years of experience, among other factors. What you will need: Education: Bachelor's degree in computer science, data science, statistics, mathematics, health informatics, healthcare administration, or a related field. Certification(s): IHI (preferred) & Epic Cogito (preferred) Experience: 5+ years of experience in healthcare analytics, clinical data analysis, business intelligence, health informatics, or a related field. Our unique combination of content, technology and services enriches the cultural fabric, igniting passions, sparking conversations, and connecting people to what they love most. As an independent, publicly traded company, VERSANT brings together powerhouse cable networks - including USA Network, CNBC, MS NOW (formerly MSNBC), Oxygen, E!, SYFY, and Golf Channel - with dynamic digital and direct-to-consumer brands such as Fandango, Rotten Tomatoes, GolfNow, GolfPass, and SportsEngine. Together, these businesses reflect our commitment to delivering exceptional experiences across every screen and service. VERSANT is an industry-changing media company fueled by innovation and an entrepreneurial spirit. With a strong foundation and a forward-looking vision, VERSANT empowers creativity, embraces change, and drives connection in an ever-evolving world. Job Description We are seeking a Senior Data Modeler to define, evolve, and govern our enterprise-wide North Star Data Model. This role will make data consistent, interoperable, discoverable, and reusable across business domains, products, analytics, and AI use cases. The Senior Data Modeler will work with Product, domain experts, Data Engineering, Analytics, Architecture, Governance, and Security to translate business concepts into a shared enterprise data language and practical models that teams can implement across the Bronze, Silver, and Gold layers of our data platform. This is not a role focused only on designing tables for individual projects. It owns the connective tissue between domain models: the common entities, identifiers, relationships, definitions, metadata, and standards that allow trusted data products to work together across the enterprise. What you will do Establish the enterprise North Star Data Model Define and maintain enterprise conceptual, logical, and physical data models across core business domains. Establish canonical business entities, shared dimensions, reference data, identifiers, relationships, and lifecycle states. Create a pragmatic model that supports domain autonomy while enabling cross-domain analysis and data sharing. Maintain an enterprise ontology, business glossary, and semantic definitions so that important terms and metrics mean the same thing across products and teams. Design for reuse, extensibility, regional variation, and future use cases while avoiding unnecessary centralization. Model the Bronze, Silver, and Gold data layers Define modeling principles and required artifacts for each layer: Bronze: Preserve source fidelity, source lineage, ingestion metadata, auditability, and raw-data contracts. Silver: Standardize and validate data; apply common identifiers, canonical entities, conformed dimensions, data-quality rules, and cross-domain integration patterns. Gold: Deliver governed, business-ready data products, semantic models, certified metrics, and analytics-ready structures for dashboards, self-service analysis, and AI. Ensure traceability from Gold metrics and business concepts back through Silver transformations to authoritative Bronze sources. Define clear rules for when a concept belongs in a domain model, the shared enterprise model, a semantic layer, or a product-specific analytical model. Review and guide physical implementations for performance, maintainability, cost, privacy, and scale. Enable data products and delivery teams Partner with Product Managers and domain leaders to turn business outcomes and use cases into clear data-modeling requirements. Partner with Data Engineers to define schemas, transformations, mappings, data contracts, and implementation patterns. Partner with BI developers to create governed semantic models, reusable measures, and self-service-ready datasets. Facilitate architecture and design reviews; identify duplication, inconsistent definitions, broken lineage, and integration risk early. Provide model patterns, templates, and coaching that enable teams to deliver independently while following enterprise standards. Govern for trust, security, and global scale Embed data quality, lineage, ownership, retention, security classification, privacy-by-design, and access-control requirements into data-model designs. Model regional, regulatory, language, currency, and local-business variations without fragmenting global reporting or shared concepts. Define stewardship and decision rights for enterprise entities, metrics, and reference data. Maintain model documentation and metadata in the organization's data catalog and modeling tools. Measure adoption, reuse, quality, coverage, and exceptions to drive continual improvement of the North Star model. What success looks like Teams use the same definitions for shared business concepts and key metrics. New data products can be delivered faster because common models, dimensions, identifiers, and patterns are reusable. Cross-domain reporting is reliable, explainable, and traceable to authoritative sources. Data consumers can discover what data exists, what it means, who owns it, and whether it is fit for use. Regional expansion is supported through intentional extensions rather than isolated local models. Gold-layer analytics and AI experiences use certified semantic definitions rather than reconstructing logic independently. Qualifications Required qualifications 7+ years of experience in data modeling, data architecture, data engineering, analytics engineering, or related disciplines. Demonstrated experience designing conceptual, logical, and physical models for complex, multi-domain data platforms. Experience defining or evolving an enterprise data model, canonical model, semantic layer, ontology, or common data model. Strong understanding of dimensional modeling, normalized modeling, data vault or equivalent integration patterns, and lakehouse/warehouse design. Experience designing models for raw, standardized, and consumption-ready data layers in a modern cloud data platform. Proven ability to translate business concepts into unambiguous data definitions, models, mappings, and implementation guidance. Practical expertise in metadata, lineage, data quality, data governance, master/reference data, and data privacy. Strong facilitation and communication skills; able to influence senior stakeholders and delivery teams without relying on direct authority. Preferred qualifications Experience with Databricks, Delta Lake, Unity Catalog, Snowflake, or comparable cloud data platforms. Experience with a data catalog, modeling tool, and metadata-management platform. Experience supporting global products and multi-region data, regulatory, or data-residency requirements.
