Job DescriptionJob Description ABOUT ROCKET LAB Rocket Lab is the end-to-end space company building rockets, spacecraft, and critical subsystems that keep the world connected, protected, expand humanity's reach to the Moon, Mars, and beyond. We move fast, build real hardware for meaningful missions, and make the impossible routine. Come shape the future with us. SPACE SYSTEMS At Rocket Lab, we're not just launching rockets - we're building the future of space. Our Space Systems team builds everything from complete spacecraft and precision payloads to the components and subsystems that allow them to thrive in space, including solar panels, flight software, star trackers, optical systems, separation systems, radios, and more. Our Space Systems team has enabled more than 1,700 missions, ranging from interplanetary exploration and in-space manufacturing to national security and defense initiatives. The team has built spacecraft, payloads, and components for missions to the Moon and Mars, working with partners including NASA, the Space Development Agency, and the U.S. Space Force. Whether it's a single high-performance spacecraft, constellation, or vertically integrated components that help missions get to space, our world-class Space Systems team is empowering some of the boldest and most ambitious space missions SENIOR TECHNICAL PROGRAM MANAGER, SPACE SENSING & DOMAIN AWARENRESS (TS/SCI) Based at Rocket Lab's global headquarters in Long Beach, CA, you are the program authority for our advanced optical and infrared sensing payloads. You own the technical roadmap and strategic "Make/Buy" decisions from the first "blank sheet" prototype, through flight qualification, and into scalable production. This is a high-ownership role: you'll immerse yourself in the operational realities of the tracking, warning, and surveillance mission to turn their hardest problems into concrete technical milestones, and you'll be the person the program runs on. WHAT YOU'LL GET TO DO: Command the Lifecycle: Build and lead the team that takes EO/IR sensing payloads and optical systems from a "blank sheet" concept through qualification, scalable production, and flight, and own the technical roadmap that grows the team's core capabilities. Lead the Team of Teams: Run multiple active programs at once, make sound architectural calls with Chief Engineers, navigate the hardest trade-offs in pointing stability and jitter, sensitivity, and revisit, and personally dive into the most program-threatening problems alongside the team. Build the Bench: Grow a culture where strong people take smart, healthy risks and the best idea wins, no matter who it comes from, we back bold calls and treat an intelligent miss as the cost of moving fast, and coach and develop the next generation of program and team leaders. Forge the Supply Chain: Manage high-stakes subcontracts and suppliers as strategic partners essential to the mission, protecting schedule and margin. Unblock Excellence: Synchronize cross-functional teams across optics, electronics, software, and the data chain and clear roadblocks quickly so the team keeps moving at speed and quality stays high. Influence the Future: Serve as the primary point of contact for assigned U.S. Government tracking, warning, and surveillance customers, and partner with BD & Strategy on proposals and technical narratives that define the next generation of space domain awareness. YOU'LL BRING THESE QUALIFICATIONS: Bachelor's degree in physics, math, science, or other technical discipline 8+ years of aerospace program management experience A demonstrated track record of owning a technical program, product, or team end to end and carrying it across the finish line under real pressure, we hire on what you've shipped, not years logged Evidence you've moved real hardware and software from prototype toward scalable, flight-ready production Understanding of the nuances of EO/IR sensing, optical payloads, or focal plane arrays Experience identifying technical, schedule, or supply-chain risk and neutralizing it before it impacts the mission Active TS/SCI clearance THESE QUALIFICATIONS WOULD BE NICE TO HAVE: Production Velocity: A proven playbook for transitioning low-volume prototypes into scalable production without sacrificing mission reliability. Domain Authority: Deep experience navigating National Security Space (NSS) or large sensing and tracking constellations. Capture & Customer: Demonstrated success negotiating, capturing, and executing large U.S. Government contracts. Advanced Technical Credibility: A Master's degree in Engineering, Optics, or a related field that lets you peer-review sensing roadmaps. Systems & Toolchain Fluency: You speak Systems Engineering, trade studies, interface control, requirement integrity, and use Jira, Confluence, and ERP to keep program health visible at speed. Depth of Reps: Multiple program cycles or 8+ years in aerospace/defense, sharpen the edge, but we weight the hardest thing you've shipped over the count. This position may require prolonged periods of sitting, standing, walking, computer work, and occasional exposure to moderate levels of noise, dust, and fumes in production areas. Anticipated annual equity grant value is designed around function, level, experience, and other factors; realized value depends on vesting and stock-price performance. Join one of the world's fastest-growing space companies and own a piece of it. In addition to competitive base pay, you'll receive company stock as part of your total compensation package, giving you a direct stake in our success. As we expand to new launch sites, groundbreaking missions, and global markets, your ownership has the opportunity to grow alongside the company. Job DescriptionJob Description Own the machinery behind a federal program: five recurring report streams, one integrated master schedule, roughly thirty deliverables, and no missed due dates. This position is contingent upon contract award. About the role Innosoft Corporation is building the program operations function for a large digital services contract supporting a federal health agency public-facing websites. The Program Manager owns the outcome commitments. This position owns the machinery that produces the evidence behind them. This is an execution discipline, not a strategy role. Five recurring report streams, a quality-assurance self-assessment in every monthly and Program Increment report, an integrated master schedule updated weekly across four programs and more than thirty-five agile teams, a deliverable log against roughly thirty distinct deliverables with hard due dates, two first-tier subcontracts to administer, and meeting governance across a five-Program-Increment annual cadence. Scale and context Five recurring report streams: sprint/biweekly within 5 business days of close, monthly, Program Increment, annual and ad hoc. Approximately 30 distinct deliverables with defined due dates. Approximately 70 performance standards self-assessed across nine surveillance areas. One integrated master schedule spanning six tasks, four programs and 35+ agile teams. Two first-tier subcontracts administered. Five Program Increments per year on a two-week sprint cadence. Location and schedule Hybrid, Baltimore, MD area. On-site as directed. Full-time, salaried. Reports to the Program Manager. Travel: local, within the Baltimore/Washington area. What you will do Reporting production and quality Produce the recurring reports to their content standards and cadence, sourcing every figure from live dashboards and systems of record rather than assembling decks by hand. Compile the performance self-assessment in every monthly and Program Increment report, surfacing a shortfall before the customer detects it, and maintain the evidence trail behind each reported measure. Maintain version control of every report in Confluence and flag any late report to the government representative with an explanation and revised date before the due date passes, not after. Maintain the deliverable log and drive the internal deadlines that keep it green, including security, transition and AI governance deliverables falling due in the first 60 days after award. Schedule, risk and dependency management Maintain the integrated master schedule across all tasks, programs and cross-team dependencies, updated at least weekly and visible to the customer in real time. Operate the risk and issue register so every Severity 1 or 2 risk carries a named owner and mitigation within one business day, and no dependency sits more than five business days without an owner and next action. Track cross-team dependencies from program-wide PI planning through to closure, and prepare the dependency view the Program Manager takes into each planning event. Maintain the Program Increment roadmap including 30-, 60- and 90-day goals measured from award. Governance, meetings and subcontract administration Run meeting governance: agendas distributed at least one day prior, minutes capturing decisions, actions, risks and issues published within two business days, and actions tracked to completion. Administer two first-tier subcontracts including performance monitoring, invoice reconciliation against reported effort, and flow-down verification for security and supply chain provisions. Maintain the personnel roster and role list, and track annual training status across the team. Support the conflict of interest oversight program, including monitoring for circumstances requiring disclosure. Maintain the joint operating agreement register and track the obligations each places on the program. Financial and continuity support Prepare the financial content of the monthly status report, including burn against operations and software/licence lines. Support the Program Manager in maintaining the continuity of operations plan, its annual exercise and its flow-down to subcontracts. Act as delegate for the Program Manager in routine customer coordination during absence, within defined limits and without assuming commitment authority. Eligibility U.S. person, able to obtain and maintain a federal Public Trust suitability determination and HSPD-12 PIV credential. In-person identity proofing required. All work performed within the continental United States. No exceptions. Company-issued, federally hardened equipment required. Personal devices are not permitted. Requirements What you need 8+ years in federal program support, PMO operations or program control, including at least 3 as a deputy program manager or PMO lead on a contract of comparable scale. Demonstrated ownership of a recurring federal reporting cadence with hard due dates and defined content standards, including performance self-assessment against a government surveillance plan. Demonstrated experience building and maintaining an integrated master schedule across multiple concurrent workstreams and external dependencies. Experience administering subcontracts including performance monitoring, invoice reconciliation and flow-down verification.
