About Bering Straits Native Corporation Bering Straits Native Corporation (BSNC) was formed as a result of the Alaska Native Claims Settlement Act (ANCSA) in 1972. BSNC became the regional Alaska Native Corporation (ANC) for the Bering Strait region, which encompasses the majority of the Seward Peninsula and the coastal lands of eastern Norton Sound. Essential Duties & Responsibilities • Prepare and submit certified payroll reports (e.g., WH-347) on a weekly basis for all applicable projects. • Ensure compliance with Davis-Bacon Act, state prevailing wage laws, and contract-specific requirements. • Maintain and update payroll records in compliance with internal and regulatory standards. • Liaise with project managers, HR, and accounting departments to ensure correct payroll classification and coding. • Respond to government agency audits, labor compliance officers, and third-party compliance reviewers. • Monitor changes in prevailing wage rates and regulations and work with Projecting accounting to apply updates appropriately. • Train and support internal staff on certified payroll procedures and compliance requirements. • Manage document retention for certified payroll and labor compliance records. Utilize labor compliance software such as LCPtracker, eMars, or similar platforms to manage and report on certified payroll. Required (Minimum Necessary) Qualifications Education Requirements: High school diploma or equivalent. Level of Experience Requirements: 2+ years of certified payroll reporting experience, preferably with a general contractor or in the construction industry. Strong working knowledge of the Davis-Bacon Act, state prevailing wage laws, and related labor compliance regulations. Proficiency with certified payroll and compliance tracking software (e.g., LCPtracker, eMars, or other). Familiarity with construction industry terminology and job site operations. Knowledge, Skills, Abilities, and Other Characteristics Attention to detail with strong organizational and documentation skills. Ability to interpret wage determinations, job classifications, and compliance requirements. Excellent verbal and written communication skills to interface with subcontractors, project staff, and public agencies. Ability to manage multiple projects and meet tight reporting deadlines. Knowledge of union and non-union labor practices (if applicable). • Knowledge of organizational procedures and workflows - understanding how work moves through a company. • Basic knowledge of relevant technologies or tools - e.g., Microsoft 365, communication platforms, or industry standard software. • Knowledge of customer service practices - principles of providing quality service and managing inquiries professionally. • Knowledge of data privacy and confidentiality principles - awareness of proper handling of sensitive information. • Communication skills (written and verbal) - ability to convey information clearly and professionally. • Time management and prioritization - balancing multiple tasks and meeting deadlines. • Problem solving and critical thinking - analyzing issues and selecting appropriate solutions. • Interpersonal and teamwork skills - building rapport and collaborating effectively with others. • Attention to detail - producing accurate, error free work. Preferred Associate's degree in Accounting, Business Administration, or a related field. Fundamental Payroll Certification (FPC) or similar credential. Experience managing certified payroll for subcontractors on public works or government-funded projects.
