Duration: 10 Months 23 Days - Contract Openings: 1 Deadline: 08/14/2026 Description: Work Arrangement: Hybrid Location: Richmond, VA We are seeking an experienced Programmer Analyst to join an enterprise Application Development team focused on legacy application modernization and data migration. In this role, you will plan, coordinate, develop, and implement system enhancements to transition legacy database tools to a modern Oracle APEX low-code platform while maintaining strict web application security and regulatory compliance standards. Key Responsibilities System Migration & Modernization: Lead the migration of legacy PL/SQL Web Toolkit applications to Oracle Application Express (APEX). Security & Compliance: Ensure all modern web applications meet strict data security standards for sensitive information (PII/PHI) and enforce compliance with HIPAA regulations. Front-End Development: Integrate modern JavaScript/jQuery frameworks, templates, and CSS styles to update user interfaces and eliminate known security vulnerabilities. Data Integration: Support data modernization initiatives, ensuring seamless communication and data exchange across multiple external state and federal partner systems. Collaboration & Maintenance: Participate in full lifecycle development, including planning, testing, deployment, and ongoing system support. Key Qualifications & Technical Expertise Strong proficiency in PL/SQL and Oracle APEX (Application Express) platform development. Demonstrated experience with web application security best practices, handling sensitive data (PII/PHI), and maintaining HIPAA compliance. Hands-on experience with modern front-end tools, including JavaScript, jQuery, CSS, and modern web application templates. Proven track record in migrating legacy database-driven web applications to modern frameworks. Experience maintaining system interfaces and managing secure data exchanges across multi-system environments.
